Check size, format, and name together
A PDF can fail even when the content is correct if the file is too large or the name contains characters the portal does not accept. Check all three before you send it.
- PDF is an accepted format for HealthCare.gov documents;
- the file should be under the current 10 MB maximum shown by HealthCare.gov;
- avoid characters such as slashes, backslashes, colons, asterisks, question marks, quotes, and vertical bars in the file name.
Use the HealthCare.gov 10 MB preset
Open Compress PDF, choose the file, and select the HealthCare.gov 10 MB preset. Utilio will try to produce a smaller PDF and show whether the result is under the selected target.
If the file remains too large, reduce the source scan size, crop empty borders, remove duplicate pages, or use a clearer photo with lower resolution before creating the PDF again.
Use a clean file name
Keep the file name simple and descriptive. Avoid punctuation that may be treated as a path or system character.
- good: Income statement 2026.pdf;
- good: Passport-front.pdf;
- avoid: passport:front?.pdf;
- avoid: income/2026.pdf.
Review before sending
Health insurance documents often include income, identity, address, or immigration details. Review the compressed file before sending it and keep the original until the account confirms the document was received.
- the document type still matches what the Marketplace requested;
- text and numbers are readable;
- all pages are present;
- the result is below the current size limit;
- the file name does not contain unsafe characters.
For Utilio’s local PDF compression workflow, the file stays in the browser. Read what no upload to Utilio means for the privacy model.

Which formats does HealthCare.gov accept?
HealthCare.gov document guidance includes PDF and common image formats. This guide focuses on preparing a PDF because it is useful for multi-page scans.
